    The Gilpin County Board of County Commissioners held their regular meeting at 10:00 a.m. (one hour later than usual so the Commissioners could attend a prior meeting) on Tuesday, September 20, at the County Courthouse.  All Commissioners were present:  Forrest Whitman, Jeanne Nicholson, and Buddy Schmalz.
    A public hearing was opened on a request for a variance from Ken Adler  that would permit a future building to come within 11' of the east property line of a parcel of land to be created by BLA 09-03. The subject site is adjacent to the Road & Bridge Annex in Rollinsville.  No public comment was received, and the Commissioners approved both the boundary line adjustment and setback variance.
    Convening as the Gilpin County Board of Health, the Commissioners approved a contract amendment targeted at providing community-based systems of care for children with special needs.
    Reconvening as the BOCC, the Commissioners accepted the monthly report of Jessica Kays, Clerk and Recorder, and the Treasurer's monthly report, presented by Mary Lorenz, Deputy Treasurer.
    The Sheriff's office submitted a request for the purchase of a used snow cat, in the amount of $11,503, which the Commissioners approved.
    An agreement for interim emergency medical services to be provided during the period from October 23, 2009 to December 31, 2009 was approved.  The agreement, between Gilpin County, Black Hawk, Central City, and Gilpin Ambulance, Inc. will cover the period until January 1, 2010, when the newly-formed ambulance authority will begin providing EMS services.
       An agreement between Gilpin County and United Power regarding the wind turbine project  was submitted for the Commissioners' signatures.  The wind turbine and related equipment will be constructed on a portion of land at the entrance to the Community Center, and will operate at no cost to the County.
    A boundary line elimination application was approved, resulting in a permanently combined single lot of 2.31 acres.
    A presentation on the Gilpin Tunnel Rail Corridor historical survey project was presented by Kathleen Corbett from SWCA Environmental Consultants.  The project consisted of an intensive survey of 90 buildings built prior to 1950, along  a 13.46-mile ribbon of rail line from Pinecliffe to the East Portal of the Moffat Tunnel.  The project was 66% funded by a grant awarded to Gilpin County by the State Historical Fund, and all work was conducted in accordance with the regulations and guidelines of the Colorado Historical Society Office of Archaeology and Historic Preservation.  A wide variety of buildings related to mining, pioneer settlement, industry, commercial development and rustic summer cabins were featured from the Pinecliffe, Lincoln Hills, Pactolus, Rollinsville and Tolland areas.
    A vacant position on the Gilpin County Advisory Commission was filled after letters of interest were submitted by four County residents.  Vicki Nemec was selected to fill the position.
    Another vacant position, this one on the Human Services Citizens Advisory Board, was also filled.  Claudia Schauffler is the appointed candidate.
    Roger Baker, County Manager, presented monthly departmental reports from Human Resources, Sheriff's Office, Gilpin Library and CSU Extension Office.
    A Water Supply Agreement, between Gilpin County and the Gilpin County RE-1 School District, was approved.
    The BOCC meeting minutes for October 6, 2009, were approved.
    The meeting was adjourned, to be followed by a work session on potential uses for County-owned land.
    The next meeting for the Gilpin County Board of County Commissioners will be held at 9:00 a.m. on Tuesday, October 27, 2009 at the County Courthouse in Central City.
